Retailer know-how: This bill had the catchiest title—Safe FEAST—and bipartisan cosponsors. Its drafters are farmers from ag-heavy districts: Costa runs a dairy farm and Putnam grows oranges.

At hearings for the bill in March 2009, Rep. Joe Barton, R-Texas, said food safety legislation should focus enforcement resources on the highest-risk producers, “where we can get the most bang for our regulatory buck.” He also praised food hazard plans. “Experts say that if Peanut Corporation of America had had one, the salmonella outbreak never would have happened.” The bill would have amended the FFDCA to add food safety oversight and enforcement, so that people don’t die from eating a PB&J. Parts of this bill were incorporated into H.R. 2749: Food Safety Enhancement Act of 2009.
