The adage “a rising tide lifts all boats” is typically uttered by somebody whose “boat” is really a yacht with a helipad and a uniformed crew standing by. The truth is that a rising tide will surely swamp some boats and who gets to ride that tide, and who gets left on shore, is not a “just paddle faster” proposition.
